IndieVolume is a desktop enhancement for Windows that allows you to configure sound volume, balance and mute individually, per-application. IndieVolume allows per-application selection of playback device: you can configure certain applications play on build-it sound card, and others play on SoundBlaster or USB/Bluetooth headset. IndieVolume supports per-application FX audio effects, similar to SoundBlaster ones.
